Does High Serum Insulin indicate diabetes?

Hi, My Serum Insulin (Fasting) is 37.62 which seems to be high when compared to the normal fasting reference range of 2.60 - 24.90. Does it mean that I have diabetes? Please suggest. My Glucose Tolerance Test(GTT) with 100 gm Blood sugar is as follows..
