Fast moving lites and marbling

When I move my eyes quickly in any directions or when I move my head quickly from side to side I see tiny, fast moving, bright lights going in a circle. And... I see something resembling a marbling effect; looking at the edge of a drop of water on a piece of glass is also an apt description. This started yesterday.
