Runny nose that quickly turns to chest congestion

My nose runs and subsequently my chest becomes congested (from nasal drip) and coughing every single time it rains. Usually starts the day before it rains and lasts about 10 days. Sometimes I have sneezing but not always. No sinus pressure per se and no headache or fever. The most irritating aspect is the nasal drip that seems to go straight to my chest. Sinus problem ?
