How much Carbon Monoxide is too much?

My new neighbor uses his charcoal barbecue 3 or 4 times a week in our front courtyard. He used a lot of fluid to start the charcoal and it's very strong smelling. My bedroom is on second floor facing the courtyard with a fan always running in the window ( normal in summer here in Oregon). It sucks the fumes into my room.
