Hemorrhoids?

I have what feels like a tight muscle band around the anus. It is inside slightly, not deep at all. However, I have what feels like little bumps on the outside, which will bleed when I wipe them, even when I do not have a BM, but it is spotty and only on one portion, not out of the hole if I can say that.
