my child was born light, now has lot of grays, moles & freck

My 11 year old has lots of freckles, moles and lots of white/gray hairs, and he is very light (he is African American). Lighter than children who are mixed, he looks almost Caucasian. No matter how long he is outside he can't tan, his skin will tan and then literally start to shed/peel within 24 hours.
