Hey any Ideas or Help acne all over

hi, I am 16 years old and love wearing dresses, short, and going swimming lifepreserver but I have awful acne all over my arms and legs so I never want to show skin. All my friend are flawless even my sisters. I do not get it i wash them 2 times a day the skin is never relay dry. i have tried soaps and scrubs. my face almost never breaks out.
